It evolves into Lycanroc starting at level 25. The form it evolves into depends on the time of day it is.

Rockruff evolves into Midday Form Lycanroc when leveled up in the day.

Rockruff evolves into Midnight Form Lycanroc when leveled up at night.

Rockruff evolves into Dusk Form Lycanroc between 5:00 PM and 7:59 PM in-game time.

Rockruff evolves into Dawn Form Lycanroc between 3:00 AM and 5:59 AM in-game time.
