Kantonian Seadra evolves into Kingdra when traded or leveled up holding a Dragon Scale.

Altaran Seadra evolves into Altaran Horsea starting at level 32 and evolves into Altaran Kingdra when traded or leveled up holding a King's Rock.

Regardless of form, it evolves from Horsea starting at level 32.

Altaran Seadra was designed and sprited by Keileon.
